At the beginning of the meeting, the report of the First\nDeputy Minister of Internal Affairs<\/a> <\/strong>(MIA) Marat Kozhaev was heard. He noted that on the morning of February 13, the\nPolice Department of Petropavlovsk city received a\nmessage about causing bodily harm to students of secondary school No. 4. An\ninvestigative team of the Regional Police Department immediately left for the\nscene of the incident.<\/p>\n\n\n\n

It was established that the suspect (a student\nof grade 9) put on a homemade white mask in the toilet on the second floor and\nran into the corridor with an ax in his hands, where he attacked three students\nof the school. Seeing what was happening, other high school students and\nteachers who came to the rescue detained the attacker.<\/p>\n\n\n\n

Currently, two injured schoolchildren are in\nthe hospital of the city hospital, their condition is stable. The third\nvictim received medical assistance without hospitalization.<\/p>\n\n\n\n

On this fact, a criminal case was initiated\nunder part 3 of article 24 and part 2 of article 99 of the Criminal Code of the\nRepublic of Kazakhstan, the suspect was placed in a temporary detention center.<\/p>\n\n\n\n

After listening to the report, Alikhan Smailov\nemphasized that an extraordinary incident occurred in Petropavlovsk, which\ncaused great concern in society.<\/p>\n\n\n\n

\u201cThe issue of safety worries\neveryone who has children. As we can see, even within the school there are\nrisks. Safety standards need to be revisited and all schools need to be\ninspected. In addition, it is necessary to increase the number of video cameras\nand consider the issue of strengthening control at the entrance to schools,\u201d <\/strong>said the Prime Minister.<\/strong><\/p>\n\n\n\n

In this regard, the Head of Government\ninstructed the Ministry of Internal Affairs to make coordinated proposals to\nimprove the safety of students, the Ministry of Health to take special control\nover the treatment of affected children, the Ministry of Information and Social\nDevelopment, together with the Ministry of Internal Affairs and the Ministry of\nEmergency Situations, to develop thematic safety lessons.<\/p>\n\n\n\n

After that, the main issues of the government\nmeeting were discussed.<\/p>\n\n\n\n

On the agenda of the meeting:<\/p>\n\n\n\n

– the results of socio-economic development and\nthe execution of the republican budget for January 2023;<\/p>\n\n\n\n

– commercialization of the results of\nscientific and scientific and technical activities.<\/p>\n\n\n\n

The Minister of Science and Higher Education\nSayasat Nurbek spoke on the second issue. He reported that according to the\npre-election program of the head of state, domestic science will be focused on\nnew production technologies that will allow the republic to become more\ncompetitive. This implies the application of Kazakhstani developments in the\nreal sector of the economy and the gradual transformation of the national\nscientific system.<\/p>\n\n\n\n

According to him, with the adoption of the law\non commercialization in 2016, 2017, and 2018, the Science Foundation held three\ngrant competitions, which received 1,270 applications. As a result of selection\nand examination, more than 150 projects received state support. Their\nimplementation led to the creation of 140 science-intensive industries, while\n15 projects were exported, and another five achieved sales of more than 1\nbillion KZT.<\/p>\n\n\n\n

Last year, a new competition was held, which\nreceived 152 applications. To date, 72 projects have been approved for funding,\nand 68 agreements have been concluded with grant recipients. In terms of\nindustries, the portfolio of projects mainly consists of initiatives in the\nfields of agriculture, healthcare, and the chemical industry.<\/p>\n\n\n\n

The Minister added that the amount of funding\nfor the commercialization of the results of scientific and technical activities\nin 2023-2025 has doubled. In addition, it is planned to allocate funds on a\ncompetitive basis for the development of science and technology parks at\nuniversities.<\/p>\n\n\n\n

A report on this topic was also made by the\nDirector General of the Research and Production Center for Microbiology and\nVirology Amankeldi Sadanov.<\/p>\n\n\n\n

After listening to the speakers, the Prime\nMinister noted that in order to increase the potential and competitiveness of\ndomestic science, its funding from the republican budget has almost doubled\nover the past two years.<\/p>\n\n\n\n

\u201cThe basic funding includes the salaries of\nleading scientists. Funds are allocated for fundamental scientific research.\nThe duration of funding for research projects and programs under development\nhas been extended to five years. Grants and scholarships are being allocated to\nsupport young scientists, and the activity of their publications is growing,\u201d\nsaid Alikhan Smailov.<\/p>\n\n\n\n

According to him, in recent years, significant\nchanges have been made to the legislation on science, and in cooperation with\nthe entire scientific community, an appropriate development concept is being\nimplemented.<\/p>\n\n\n\n

\u201cSociety is waiting for real transformations in\nthe scientific and technological sphere, the transfer of scientific\ndevelopments to the real economy. In this regard, a lot of work is needed to\nincrease the effectiveness of scientific research, and increase their\ncontribution to the development of the country’s economy,\u201d emphasized the Prime\nMinister.<\/p>\n\n\n\n

He added that in order to achieve the set\ngoals, it is necessary to organize the coordinated work of scientific\norganizations and enterprises and create active platforms and mechanisms for\ninteraction. In addition, it is required to increase the share of development\nwork in promising scientific areas: nuclear and hydrogen energy, digital\ntechnologies, artificial intelligence, biotechnology, biosafety, and neuroscience.<\/p>\n\n\n\n

\u201cIn order to increase the investment\nattractiveness of science, it is necessary to speed up the work with the\nParliament on the introduction of additional preferences for private\ninvestment. The legislative base of this sphere requires further revision,\u201d said\nAlikhan Smailov.<\/p>\n\n\n\n

In conclusion, the Head of Government noted the\nneed to develop and submit to the Parliament in June a new draft law \u201cOn\nScience and Technology Policy\u201d, update the current Concept for the Development\nof Science, taking into account new mechanisms for the commercialization of\nscientific research results, and, together with the Atameken Chamber, organize\nwork on the formation of specialized engineering centers and technology parks\nat leading universities and large enterprises of the country.\n\n\u201cIt is the effective interaction of scientific\ninstitutions, universities, and industry that will give a positive impetus to\nthe development of science and the introduction of new scientific\ndevelopments,\u201d emphasized Alikhan Smailov.\n\n\n\n<\/p>\n","protected":false},"excerpt":{"rendered":"
